In the Nordics, several joint bidding arrangements have been found in breach of applicable competition rules and are labelled as 'severe infringements', 'hard-core restrictions' and/or 'cartels'. On the other hand, joint bidding may be pro-competitive, highly desired and efficiency enhancing. Where to draw the line?
